New SEC(K) Enrolment Procedure in Singapore — Quick Guide for Employers

Planning to hire a new overseas construction Work Permit worker?

In the construction sector, a worker must first obtain SEC(K) – Skills Evaluation Certificate (Knowledge) under the Building and Construction Authority (BCA).

Without SEC(K), MOM’s Work Permit Online (WPOL) system will not allow submission of the Work Permit (IPA) application.

Correct Step-by-Step Hiring Process

1️⃣ Ensure company eligibility
(CRS registration + available quota / DRC)

2️⃣ Submit Request for Approval (RA) to a BCA-appointed Overseas Testing Centre (OTC)

3️⃣ Pay SEC(K) enrolment fees

4️⃣ Worker attends overseas trade test
(written + practical)

5️⃣ Worker passes SEC(K) and the record is updated in the BCA system

6️⃣ Apply Work Permit (IPA) via MOM

7️⃣ Worker attends CSOC safety course (required before site deployment)

8️⃣ Worker arrives in Singapore → medical exam + fingerprint/card registration → deploy to site

Important Note About CSOC (Very Common Employer Confusion)

CSOC does NOT need to be completed before the IPA application.

Once the worker passes SEC(K), the employer can immediately proceed to apply for the Work Permit (IPA).

The CSOC course can be taken:

* Overseas before arrival
* OR after the worker arrives in Singapore

However, the worker cannot start work at a construction site until he passes CSOC, even if the Work Permit has already been issued.

Practical Order:

SEC(K) → Apply IPA → CSOC → Start Work

Can Workers Take CSOC Overseas?

Yes — workers ARE allowed to complete CSOC overseas.

This is actually very common among construction employers because it allows the worker to start work immediately after arrival in Singapore, avoiding project delays and idle levy costs.

Where can CSOC be taken overseas?

CSOC (Construction Safety Orientation Course) can be completed at MOM-approved overseas training / testing centres, typically the same locations where SEC(K) testing is conducted.

Common approved countries include:

* India
* Bangladesh
* Myanmar
* China

(These are conducted through BCA/MOM-recognized training providers and Overseas Testing Centres.)

⚠️ Important Reminder

IPA cannot be applied before SEC(K).

The WPOL system will automatically block the application if the worker does not have a BCA skill record.
