Upcoming Changes to SEC(K) Requirements for Construction Workers

Singapore’s construction sector is set to undergo major changes to the Skills Evaluation Certificate (Knowledge) — commonly known as SEC(K) — requirements for foreign construction workers.

The new changes announced by the Building and Construction Authority aim to help construction companies hire workers faster while maintaining skill standards in the industry.

What is SEC(K)?

SEC(K) is a mandatory trade test that assesses the knowledge and practical skills of foreign construction workers before they can work in Singapore’s construction sector. Currently, many workers need to pass the test at approved Overseas Testing Centres (OTCs) in their home countries before entering Singapore.

Key Upcoming Changes to SEC(K)- 

From January 2027 – China & Thailand Workers

Starting from January 2027:

  • Workers from China and Thailand will no longer need to complete SEC(K) testing in their home countries before coming to Singapore.
  • Employers can bring workers directly to Singapore first.
  • Workers can then take the SEC(K) test locally in Singapore.

This change is expected to significantly shorten recruitment timelines.

From January 2028 – India & Other Source Countries

From January 2028 onwards:

  • The same arrangement will be extended to all source countries, including India, Bangladesh, Myanmar, Sri Lanka, and others.
  • Workers can enter Singapore first and complete SEC(K) testing locally after arrival.

Why Is Singapore Making These Changes?

According to BCA, the new policy aims to:

✅ Speed up manpower deployment
✅ Improve flexibility for employers
✅ Allow companies to conduct better on-site training
✅ Reduce mismatch between worker skills and actual job requirements

Hiring timelines may reduce from around 4 months to about 1 month under the new process.

Important Requirements Employers Should Know

Although overseas testing will be removed, workers must still pass SEC(K) in Singapore.

Key conditions include:

  • Employers must reserve SEC(K) test slots before workers arrive
  • Workers must pass SEC(K) within one year of Work Permit issuance for permit renewal eligibility
  • Employers may pay higher levy rates if workers do not pass within the required timeline
